Default Tips wanted on starting a PvE guild

A couple of my friends and I have started a PvE primarily (some of us have PvP interests, but nothing serious), and I am the guild leader (mostly because I forked out the money and time to do it).

Any tips on expanding and recruiting? How do I find a good alliance to get into for Luxon/Kurzick Alliance Battles (I believe we have members who lean towards Luxon due to prior affiliation, but I think we're pretty open to either side)?

In general, my "Recruiting" outside of friends has been PUGs and helping out newbies I've run into, usually after we do a mission I'll offer them a chance to join, but never require it for help or missions. No spamming in the towns (I find that annoying myself). However, this has been slow, and not all recruits end up staying for very long.

I set up a forum for the guild, so we have a website to talk about things (It's part of my own website, so it's not exclusively guild wars, but it works for most of my friends). Not sure if that helps or not.

I'm not looking for a huge guild, but it would be nice to have a good group of 20-30 players, where you can usually find at least 2-3 on at any one point in time, and more on the weekends. Any tips on growing a guild in PvE would be greatly appreciated.

You can often get recruits from helping newbies with missions and stuff-a couple of my members I got that way.

I've heard of people actively searching for people in towns and stuff and if they don't have a guild tag they'll just send an invite....but I think that's risky. Can get alot of jerks that way.

You can also recruit here on Guru-that works decently.

Alot of people like the website thing, which is good-I would also hook up with an alliance-that'll help in the early growth. A VOIP is sometimes a must for some people (whethere it's just yours or an alliances).
